Man charged with kidnapping woman who died after disappearance from naval base

Prosecutors say Brown worked as a day laborer and helped build the Blimpie's over the summer. Prosecutors said the 21-year Navy veteran visited Billie's workplace nearly daily.

"We can not imagine the impact her death has on those lovingly connected to her", the statement says.

Billie was reported missing after she didn't arrive for work at a Blimpie's restaurant at Joint Expeditionary Base Little Creek in Norfolk on September 18.

A homeless Navy veteran was reportedly charged with the kidnapping of a Virginia Beach teen whose body was later found behind a church more than 300 miles away.

Horrified, the actress says she ran out and called her agent, who she says was apparently unsurprised by de Rossi's story. So far, de Rossi has not said anything further than that, and it's unclear exactly when the incident took place.

Billie's mother Brandy Billie told WKTR-TV what it was like to see her daughter's alleged killer for the first time.

"How was it that this guy was allowed to roam around base?" he asked.

On Wednesday, the U.S. Department of Justice announced that they had a suspect in custody: A 45-year-old Navy veteran who authorities believe was homeless and living on area Navy bases.

"Our family is very upset about this", she said.

"I feel that this could have been prevented", she said, referring to her daughter's abduction and death. "And you took the freedom of my child". Her parents both served in the Army. Her body was found on September 29 in Charlotte, about 300 yards from Brown's childhood home, the department said. He said they were "gold diggers" who "only want guys with all the money", court documents say.

"One witness recalled hearing a conversation where Brown commented directly to the victim about her 'big ass, '" the affidavit for Brown's arrest warrant said. She was supposed to start early to prepare for a scheduled health department inspection. Observation video demonstrated Billie driving her auto onto the base that morning.

Investigators also found that Brown searched Norfolk news sites, including "police looking for man", "Norfolk police looking for man in connection with homicide", "Amber Alert sept 2017", "missing woman and baby", and "missing woman and man", according to charging documents.

Billie's cellphone was found in a dumpster hours after she disappeared and her auto was found in a nearby street five days later. It was unlocked, and the security key fob was on the passenger seat. Inside, agents found Billie's trousers covered in dirt and debris. Then on September 29, a man called police after discovering what was later determined to be Billie's remains near a church in Charlotte, North Carolina.

Brown grew up near the church and went to vacation Bible school there as a child, prosecutors said.
