The agency has urged both PNG and Australia to find a "humane approach" to end the "unconscionable human suffering".

Almost 600 men have barricaded themselves inside the Manus island center for more than 10 days, despite having no regular food or running water, defying attempts by Australia and Papua New Guinea to close the camp in what the United Nations describes as a "looming humanitarian crisis".

Activists have chained themselves to the gates of the Australian high commission in Wellington to highlight the plight of refugees and asylum-seekers on Manus Island.

"Australia has illegally detained these asylum-seekers for years now, and now they've essentially abandoned them and they've got no food, no water, no medicine, and no power".

Ms Ardern said the unfolding standoff on Manus Island between refugees and Papua New Guinea's immigration officials was not acceptable. There remains a significant Australian Border Force presence on Manus Island, and Australian officials have the ultimate authority on critical issues such as medical transfers.
