Florida Police Believe A Serial Killer Has Struck Again

Police identified the victim as Ronald Felton of Tampa, an unemployed construction worker.

"I know the big question is going to be is this related to the other Seminole Heights murders, and right now we are treating it as though it is related until we can treat it otherwise", he told reporters at the crime scene.

"We think by their proximity and the manner it was done, they are linked", Tampa Police Chief Brian Dugan said at a Tuesday news conference.

Ronald Felton was shot and killed outside of his church in Seminole Heights.

"[Ronald's] twin talked to him this morning and he was at the bus stop right across from the church", said James. "Whoever is doing this is picking people who are alone and probably distracted because they're able to move in quickly and then escape very quickly".

The video shows a man resembling the young leader of the Patel agitation and a woman in a compromising situation in a hotel room. Reacting to the video which has gone viral, BJP leader, Prakash Javadekar said, "This is violation of the right to privacy".

Fifer said he stayed indoors on Halloween and has heard from neighbors who feel jumpy just passing someone on the street.

"When I'm done here, I'm going to meet the family of Mr. Felton", Dugan said. And that killer may take out one of your family members.

"But every time he makes a mistake, someone loses their life", Naiboa said.

Many children in Southeast Seminole Heights were unable to go to school today as they were instructed not to leave their homes if they lived within the perimeter.

ABC Action News also caught up with Federal Bureau of Investigation tactical teams who were going door-to-door within the perimeter.

Police have warned the community to be aware of their surroundings and to travel in groups.

Police have described the suspect as a thin black male, dressed in all black and wearing a black baseball cap. He was last seen wearing black clothing. There is a $35,000 reward for any information leading to his arrest.

Since the shooting deaths, Southeast Seminole Heights has been a neighborhood on edge. Police believe Felton's death is related to the three other murders.

The Seminole Heights neighborhood has seen an increased police activity since the October 9 shooting death of 22-year-old Benjamin Edward Mitchell. He died from his injuries.

After the earlier shootings, police released surveillance videos of a hooded suspect.

Home surveillance cameras recorded a person of interest who was in the area around the time of Mitchell's death.

The body of Monica Hoffa, 32, was found in a vacant lot in the 1000 block of New Orleans Avenue. Then, on October 13, Tampa city workers found the body of Monica Hoffa, 32, in an empty field. And on October 19, Anthony Naiboa, 20, was shot after taking the wrong bus home from his new job.
