"When our service members are not up to the high expectations that we have vis-à-vis them, it damages the links between bases and local communities and makes our mission more hard to accomplish", said the american army in its press release.

Okinawa hosts half of the military personnel, according to the official website of the US Forces Japan.

Kazuhiko Miyagi of the Okinawa police confirmed Sunday that the Marine's breath test indicated an alcohol level three times the legal limit. Hidemasa Taira was taken to hospital and later pronounced dead. It restricts all USA military personnel on Okinawa to their bases or their homes, and it prohibits alcohol consumption by all US military personnel across the country at all times.

In the most recent case, a former US Marine employed at the US Air Force's sprawling Kadena Air Base on Okinawa was charged with the murder of a 20-year-old woman in April last year.

The fire started on the Harlem building's top floor, which was engulfed in flames as thick smoke billowed. The fire broke out at about 3 p.m. on Broadway and West 144th Street in Hamilton Heights.

The Marines have expressed their "sincere condolences" to the victim's family and have promised to cooperate with the investigation.

Service members stationed in mainland Japan also have been prohibited from buying or consuming alcohol, either on or off base.

According to the military statement, all USA service members and government civilians in Japan will be required to attend "mandatory training to address responsible alcohol use, risk management and acceptable behavior".

Stars and Stripes, the military newspaper, published a photo of a sign attached to Yuengling Lager boxes inside a store at Yokosuka Naval Base declaring: "Alcohol purchase is suspended until further notice".

Onaga, the governor, has complained that Okinawa bears too much of the burden for Japan's alliance with the United States.

But crimes by USA personnel have seen relations with locals strained. The island chain accounts for less than 1 percent of Japan's landmass but houses 74 percent of the US military bases in Japan.

USFJ announced it is now restricting service members on the island to their bases and places of residence due to the incident.
