Proposal to split California into 3 states qualifies for November ballot

A controversial plan to split the Golden State into three separate states qualified for the November 6th ballot.

This comes after the group behind the idea, Cal 3, gathered enough support and delivered more than 600,000 signatures to the Secretary of State.

Tim Draper, a billionaire Silicon Valley venture capital investor, sponsored the ballot measure to divide America's most populous state into three jurisdictions, the Mercury News of San Jose, Calif., reported.

-California would have approximately 12.3 million residents and would be centered around Los Angeles County.

"Southern California" would include San Diego and most of the Central Valley.

If the unlikely plan is successful, it would be the first time an existing US state split since West Virginia was created in 1863.

Earlier this year, Robert Preston and Tom Reed put forward their own proposal calling for splitting California into two because the state had become "ungovernable" because of high taxes.

Draper was behind a previous move to split the state into six parts, but he cut his ambition in half in August, opting just for three this time. Three smaller states would change that equation, which worries some Democrats.

The state would be divided into California, Northern California, and Southern California.
